Utility Advantage comments to the NJ Energy Master Plan Update
At the NJEMP public hearings today held by the NJ Board of Public Utilities, Utility Advantage President Laurie Wiegand-Jackson provided these comments:
"We applaud the state and the BPU for continuing this critical work to address climate change and to reduce waste in the utilization of our energy and water resources. These times call for transformative strategies and programs that are no longer the status quo, but boldly increase the investment in outreach, training, implementation and innovation. Our comments focus on these areas.
Building on the state’s inaugural benchmarking mandate, which our company supports, we propose the BPU fund efforts to increase awareness to expand participation, provide education with access to incentives and financing to conduct no or low-cost facility audits for all participants with lower EUIs and to implement efficiency and RE projects. Coordination with the state and utility program implementors will help the state reach the ambitious targets set for the next triennium.
We support the increase of distributed renewable energy – with a focus on assessment funding and incentive programs that support food recycling to produce biofuels, as well as battery storage and green hydrogen. BPU should leverage the ground-breaking projects that have proven the success of these technologies in NJ into a broad deployment across the state – becoming a leader in these renewable energy technologies – much as we did for solar with ground-breaking incentive programs more than 15 years ago.
NJ has shown the lowest participation rates in PJM’s demand response programs, resulting in some of the highest capacity and transmission charges in the region. We support state-sponsored investments in education and real time monitoring in the larger C&I sectors which are largely overlooked in utility programs.
On a sector basis, we recommend a special focus on wastewater treatment facilities where there are opportunities for energy efficiency upgrades, improved resilience and carbon reductions.
We need improved and increased workforce development. Working with the Association of Energy Engineers, where I serve on the board of directors, the state can quickly and effectively provide training and certification of energy professionals to implement these initiatives. AEE administers globally recognized certifications for energy auditors and energy managers. The state further needs to expressly target the underrepresented – specifically women, minorities, and those in overburdened communities.

The board participated in a five year planning process to help set the long-term course for the non-profit. Utility Advantage President meets with AEE Student Chapter at West Virginia University
Laurie Wiegand-Jackson was in attendance at the Annual Meeting of the West Virginia University Academy of Chemical Engineers in which she was inducted in 2022. While there, she met with the AEE WVU Student Chapter to discuss the group's mission, their plans for the upcoming year, and growth strategies. She also provided some insights into career paths and her personal journey. With Ms. Wiegand-Jackson's support, the AEE Student group started last year under the WVU Chemical Engineering Department. The group is hoping to participate in some competitions in the next 1-2 years, start a metal recycling campaign on the engineering campus, and sponsor a table at the annual WVU Earth Day event.

Casey Fitzgerald has been promoted to Manager of the NJ Benchmarking Program. In this role, he will be responsible for managing the NJ Benchmarking program Help Desk team that supports this newly mandated program for properties greater than 25,000 sq ft. He will interface with key accounts, implement process improvements and increase participation in the program. Casey has previously supervised teams and is experienced with software applications and CRM systems.
Chiquita Savoy has been promoted to Growth & Innovation Manager. She will provide grant writing support for federal and state funding opportunities related to the IRA and BIL. She will also support business development and proposal writing for our direct customer sales.

Utility Advantage President Laurie Wiegand-Jackson joined Eric DeGesero, executive vice president of Fuel Merchants Association of N,J Scott Eversman, managing director and practice leader, Energy, at Diversified Search Group, and Michael Makarski, external affairs manager with Engineers Labor-Employer Cooperative 825, to discuss the many issues impacting energy markets and policies in the US and NJ. In a discussion of the policies and funding from the Inflation Reduction Act and New Jersey's Energy Master Plan, Ms Wiegand-Jackson noted that with the significant investments in electrification, energy infrastructure, technology, renewable energy and energy efficiency its "nearly impossible" to pinpoint an exact cost to meet the state's goals because "we still don't know yet what technologies are going to end up being the winners that really bear out to be cost effective... and where more dollars will go as we develop more solutions." She continued "that's part of what money does - it prompts R&D and it gets businesses starting to invest and then we move to commercialization and things start to be affordable." From the green hydrogen "earthshot" program and zero-emission vehicle development to energy storage solutions and AI, there are so many different ways this can play out over the next 10,15, 20 or 30 years from now. She also noted there are steps businesses can take today including energy efficiency upgrades that replace less efficient equipment with more efficient equipment, demand management and supply side strategies including renewable energy. She also advised that energy prices have moved from a decade of fairly low and stable energy prices to a season of increases and greater volatility in 2022 and the foreseeable future. "Businesses should start paying more attention to your utility bills and how to manage those costs more effectively." Utility Advantage Team provides Energy Management Workshop to NJ Water Association March 14, 2023 Craig DeLuca and Laurie Wiegand-Jackson from Utility Advantage teamed up to provide a 4 hour comprehensive Energy Management Workshop for the NJ Water Association. The workshop was presented three times over the course of the past two months in locations across the state of New Jersey. Topics covered included understanding the utility bill, data management, benchmarking, demand management, energy markets, energy procurement, energy efficiency, renewable energy, EV programs, and energy & sustainability master planning. Utility Advantage provides training to private corporations, government sector and non-profits in order to help develop more educated and thoughtful consumers of energy. |

Laurie Wiegand-Jackson attended the UN COP27 Conference on Climate Change in Sharm El-Sheikh Egypt as a representative of the Association of Energy Engineers (AEE). Ms. Wiegand-Jackson serves on the Board of Directors of the AEE and was joined by Fotouh Al Ragom, President of AEE and Alain Aoun from AEE Lebanon chapter.
The AEE-sponsored group attended many sessions, including presentations by former US Vice President Al Gore, the Rocky Mountain Institute, various countries and NGO's. Topics included workforce development, data solutions for tracking large emitters of carbon, just and equitable responses for countries most impacted by climate change, and women's empowerment initiatives in the clean energy transition. Ms WIegand-Jackson noted that "In addition to being an amazing opportunity to learn and network, the location was lovely and the local people were very welcoming. I strongly encourage anyone who can attend to be a part of this amazing annual global event and I look forward toparticipating again in the future!"

October 5, 2022 Utility Advantage joined a growing network of companies, government agencies, utilities, universities, advocates, and others to showcase the benefits of energy efficiency as part of the 7th annual Energy Efficiency Day (www.energyefficiencyday.org). The message of Energy Efficiency Day is simple: “Save Money. Cut Pollution. Create Jobs.” Energy efficiency is the cheapest, quickest way to meet our energy needs, cut consumer bills, and reduce harmful pollution. Our employees took actions at home including setting back thermostats, turning off lights, changing filters on HVAC, and leak testing. |

NJ Board of Public Utilities Approves State's Energy and Water Benchmarking Program for Large Commercial Buildings
Trenton, NJ - September 7, 2022
The New Jersey Board of Public Utilities (NJBPU) has issued an Order requiring the owner or operator of every commercial building over 25,000 square feet in the state to benchmark energy and water use using the U.S. Environmental Protection Agency’s Portfolio Manager tool, as required by the New Jersey Clean Energy Act signed into law by Governor Murphy in 2018.
“This is the next important step in implementing a best in class, statewide, energy efficiency program which will help us achieve Governor Murphy’s goal of 100 percent clean energy by 2050,” said NJBPU President Joseph L. Fiordaliso. “Creating a system of benchmarking allows us to measure the use of energy (electricity and gas) and water by the state’s biggest buildings and support building owners in reducing energy and water usage and operating costs.”
This Board initiative is also directed by Goal 3.3.2 of the Energy Master Plan, which calls for transparent benchmarking and energy labeling to spur market-driven energy efficiency improvements. The program helps commercial building owners and operators measure and analyze their respective facilities’ energy and water usage and compare it to other similar buildings. Building owners and operators can use this information to make informed decisions about taking advantage of financial incentives for energy efficiency improvements through State and utility programs.
The first benchmarking submissions are due on October 1, 2023 for energy and water consumed in 2022.
Utility Advantage provides technical assistance to building owners to benchmark their buildings. This service is available to commercial buildings owners to support compliance with the state's new benchmarking program. The company also provides benchmarking to medium size commercial buildings, government and k-12 schools and industrial facilities such as waste water treatment plants.

PSEG Institute of Sustainability Studies Keynote Address
August 4, 2021. MONTCLAIR STATE UNIVERSITY, Montclair, NJ
Laurie Wiegand-Jackson, President and Founder of Utility Advantage, presented the keynote address "For Such a Time as This" to the 2021 PSEG ISS Green Team program graduates. In her address, she highlighted the significant impact of climate change, the investments in innovation in climate action solutions, and the opportunities that it presents to the group of students from across the USA. Sixty undergraduate students ranging from diverse backgrounds and 34 institutions of higher learning worked together to address today’s sustainability challenges in this unique program. The focus of the Green Team projects, in collaboration with twelve hosting organizations, revolved around carbon footprinting; energy auditing; food security; life cycle assessment; environmental justice; climate risk assessment; clean and renewable energies; stormwater management. In her address, she highlighted the significant impact of climate change, the investments in innovation in climate action solutions, and the opportunities that it presents to the group of students from across the USA. Sixty undergraduate students ranging from diverse backgrounds and 34 institutions of higher learning worked together to address today’s sustainability challenges in this unique program. The focus of the Green Team projects, in collaboration with twelve hosting organizations, revolved around carbon footprinting; energy auditing; food security; life cycle assessment; environmental justice; climate risk assessment; clean and renewable energies; stormwater management. The seminar was hosted online by the Benjamin M. Statler College of Engineering and Mineral Resources as part of West Virginia University’s Diversity Week.
Wiegand-Jackson has an active 35-year career in the energy business and is a prominent voice in the promotion of women’s professional advancement in the energy industry. With her personal experience in mind, she shared ten tips for surviving and thriving in any male dominated industry.
“So many women hold themselves back out of fear that they are not good enough, but we just have to get past the preconceived notions and say yes,” Wiegand-Jackson said. “We learn a lot about ourselves when we’re willing to take risks. It pushes us to another level of performance.”
Wiegand-Jackson is also the Founder and Board Chair of the Council for Women in Energy and Environmental Leadership (CWEEL). Developed within the International Association of Energy Engineers, its purpose is to promote the professional development and advancement of women in the energy industry.
Following the lecture, viewers and listeners had the opportunity to discuss the seminar in virtual breakout rooms and ask questions.
“Saying yes and volunteering is my favorite tip being a female in engineering,” said Abigail Osborne, the current president of the Society of Women Engineers (SWE) at WVU. “I always tell other girls not to be afraid to make mistakes and go for it.”
Senior mining engineering student Victor Valencia asked what he could do as a male in the industry to help support women in the field. Wiegand-Jackson responded by saying, “What men can do to help women in the industry is to treat women with respect and listen. There are ways you can advocate for women by intervening and respecting their positions.”
Wiegand-Jackson received a bachelor’s degree in chemical engineering from WVU in 1984. She currently serves as chair of the energy/environment focus group for SMART, a United States Congressional initiative designed to support research, development and technology-based opportunities in Delaware, Maryland, New Jersey and Pennsylvania.

More than fifty percent of the energy workforce was eligible to retire in 2015, resulting in an ongoing phenomenon known as “the great crew change.” Innovation in the sector generates greater demand for talent as new energy markets and technology drive employment. Companies are addressing this talent gap by investing in initiatives to recruit and develop employees that have the technical, managerial and leadership skills for this evolving sector. One initiative is a mentoring program to support young professionals (male and female) to enter, grow and advance in the industry. Mentors are industry-based, experienced professionals that are screened and partnered with a mentee. Mentees may be student interns, recent graduates, early stage employees and mid-level employees who are interested in advancing in the industry.
Boosting women through mentorship
The Department of Energy’s 2017 US Energy and Employment Report found the traditional energy and energy efficiency sectors employ approximately 6.4 million Americans. Yet women in these sectors range from just 22 to 34 percent, compared to 47 percent of the overall economy’s workforce. Companies and energy industry associations are implementing mentoring programs to increase diversity and specifically bring more women into the industry.
The Council for Women in Energy and Environmental Leadership, through its affiliation with the Association of Energy Engineers, offers a mentoring program to support women in their career development in energy efficiency, renewable energy, utility and energy technology fields. Both mentors and mentees apply by filling out the application listed on the Council’s website. Tahseena Kahn, the mentoring program chair, pairs the mentee with the right mentor. The mentor-mentee pair then decides the best means of communication for them, be that in person meetings, teleconference, Skype or beyond. Some mentors and mentees live outside of the United States and support someone in another part of the world.
One mentee noted, “My mentor is a perfect match for me. She works in the same industry, so we relate very well. My mentor truly cares for my success and gives great and useful guidance.” Through the guidance of their mentors, mentees have found the right job, improved their skills for career advancement, gone back to school for advanced degrees and attended management training programs.
The power of sponsorship
Beyond mentoring programs, there are informal sponsors that can help with career development and advancement. These are superiors and peers within an employer or outside (trade allies, association members, etc.) that provide guidance and honest feedback. This support may be limited to a specific life event, such as making a decision for a job change, or it may span years. A sponsor is a business associate with whom one has a natural affinity and comfort level that has knowledge of your capabilities and performance. A sponsor not only provides encouragement, but she (or he) is a trusted advisor that can help you understand the corporate culture and the skills required to be successful in the company.
As the majority of industry management are men, these sponsors are often men who recognize the inequity of the gender gap in the sector and truly care about the importance of the advancement of women to the evolution of the industry. Finding a sponsor starts by taking the initiative to ask for guidance and support. Building that relationship requires listening to feedback and allowing the sponsor to challenge you. Maintaining sponsors requires follow through, appreciation and respect.
The energy industry is in the midst of a significant workforce change, yet navigating a career in energy can still be challenging. Having both mentors and sponsors will help increase career opportunities, develop and hone skillsets, and build valuable relationships for a season or a lifetime.

New 15-month agreement to save nearly $500,000 for Borough residents
Mt Laurel, NJ, July 11, 2016 – Utility Advantage announced today that South Jersey Energy Company (SJE), a subsidiary of South Jersey Industries, Inc. (NYSE: SJI) was selected to deliver lower-cost electricity supply to residents of the Borough of North Plainfield, New Jersey in a 15-month agreement beginning September 2016.
The savings were achieved through a competitive bidding process that combined Borough facility and residential electricity needs under the North Plainfield Community Choice Energy Aggregation Program. Approximately 7,100 residential electric customer accounts of PSE&G were eligible to participate in North Plainfield.
“By combining needs, towns and their residents both win by reducing costs for their electricity supply,” said SJE Vice President Donna Schempp. “South Jersey Energy protects Boroughs, such as North Plainfield, by negotiating rates not typically available.”
This municipal energy aggregation program will reduce residents’ electricity supply costs by approximately 6% as compared to PSE&G’s average Basic Generation Service tariff rate for residential service. Laurie Wiegand-Jackson, President of Utility Advantage stated, “We are pleased to bring the residents a reliable and secure energy supply at a reduced rate through this government energy aggregation initiative from the Borough Council.”
SJE services will begin with meter read dates in September 2016 through December 2017. Residents are automatically enrolled if they have not already assigned their supply needs to another Third Party Supplier. Residents can also opt-out of the Choice Energy Aggregation program at any time without penalty or cancellation fee. Participants will continue to receive one bill from PSE&G that includes the itemized SJE reduced supply charges.

Laurie Wiegand-Jackson, who in 2003 served as the consultant to the Board of Public Utilities in the drafting of the Government Energy Aggregation Rules, and is now President of Utility Advantage, was “pleased to see that the program design was able to achieve its intended goal of widespread participation, ease of implementation and of course, energy cost savings.
